Look back at the history of this bug. There is ample evidence that it's the installer that is broken in some way. The keyboard is captured as long as the VM window is active, which means that most of the keystrokes go directly into the VM.
Not all key events can be captured because the host may not send every key event to an application even if the keyboard is captured. The problem is that even with the guest additions installed, I still cannot simply move the mouse in and out of the guest window to give mouse control to it.
